Overview

The Department of Finance manages the Authority’s finances and corporate services. It is responsible for building and securing the Authority’s financial sustainability through the revenue sources provided by the Act.

Key Functions

  • Prepare budgets and maintain the Authority’s books of account in the form approved by the Auditor-General.
  • Administer revenue, including the cargo levy, surface levy, license fees and safety permit fees, working with the National Revenue Authority.
  • Manage procurement in line with national public procurement rules.
  • Ensure compliance with the financial reporting, audit and annual reporting obligations of sections 22 to 24 of the Act.
  • Lead the development and review of policies, processes and procedures involving financial management and ensure that they are effectively implemented and maintained.
  • Establish appropriate systems, such as a Performance Management and Development programme to monitor, measure and support staff to achieve the objectives of the Authority.
  • Establish and drive a system of improved financial planning and monitoring, and ensure that all of the Authority’s financial practices are in line with statutory regulations and legislations.
  • Lead the preparation of the annual budget of the Authority and ensure the efficient utilization of resources.
  • Establish and maintain procedures for payment and records of wages and salaries, with approved deductions
  • Monitor cash flow, accounts and other financial transactions to help limit risk and ensure efficient financial management.
  • To engage and work closely with external auditors in the auditing of annual accounts.
  • Coordinate the preparation of a detailed report on the financial performance of the Authority.
  • To multi-task with any other duty that may be assigned by the Director General
