Overview

The Directorate of Railway Safety and Regulations ensures that all railway infrastructure, rolling stock and operations are designed, built and operated in line with national railway safety legislation and recognised international standards. It promotes a proactive safety culture that protects passengers, railway workers and the public, and it gives practical effect to the Authority’s statutory duty to set and enforce safety standards and to investigate railway and cable car incidents.

Key Functions

  • Establish and operate the Railway Safety Unit and its legal and policy frameworks.
  • Develop and issue railway safety regulations, technical standards and codes of practice for the national network.
  • Certify and license railway operators, infrastructure managers and key safety personnel.
  • Run a safety inspection and monitoring system covering track, rolling stock, signaling and level crossings, supported by a safety asset database.
  • Enforce operator and contractor compliance with approved Safety Management Systems during construction and operation.
  • Investigate and report on railway accidents and incidents through an independent investigation capability.
  • Drive continuous safety improvement and risk management, with regular reporting to the Director-General.
